Duties The primary purpose of this position is to serve as the Executive Director of ASC, reporting to its chairperson and is appointed and directly supervised by the Board Chairperson. Duties performed: Manages ASC's fulfilment of its responsibilities regarding monitoring state programs (licensing, certification, AMC registration, supervision, discipline, complaint resolution), including completing compliance reviews of each states' programs and maintaining the appraisal complaint hotline; Manages financial, contracting, correspondence, other operational and administrative services engaged in by the ASC staff and provided to the ASC staff, such as human resources and information technology, consistent with the authorities delegated by the Chairperson and ASC Board. Establishes and maintains relationships with the Chairperson and members of the ASC Board. Shares material information, coordinates with, and carries out the instructions of the Chairperson and ASC Board, including with respect to agency operations, administration, planning, and strategic initiatives; Consistent with the Board Chairperson's oversight, the Executive Director: Plans, organizes, and directs the daily activities of the ASC staff in accordance with Title XI and at the direction of the ASC Chairperson and Board. Defines the essential functions of the staff and establishes goals, objectives, and plans for accomplishing those functions. Directs the daily responsibilities of ASC staff to ensure alignment with ASC mission and the strategic objectives of the organization as established by the ASC Board; Manages ASC's policy analysis, rulemaking, and program evaluation. Provides analyses of policy issues affecting the responsibilities of the ASC to the Chairperson and the Board. Presents information in formal settings, such as public Board meetings, Federal Financial Institutions Examination Council (FFIEC) meetings, conferences, or interagency meetings.

Qualifications You may qualify at the SL-00 level, if you fulfill the following qualification requirements: Specialized Experience: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility above or at the GS-15 grade level in the Federal service (obtained in either the public or private sectors) performing the following duties: Using expertise to establish strategic objectives and implement complex organizational policies, plans, and initiatives for a financial services or real estate related organization or program; Giving strategic direction to multidisciplinary staff and subordinate leaders in the real estate industry or home appraisal sector across multiple functional areas, including assigning work and evaluating performance; Managing organizational resources and administrative functions at a senior level to include operations such as budget, financial planning, contacting, and human resources, grants, or operations; AND Representing an organization before government agencies or industry stakeholder leaders. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). All qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification. NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Requirements You must be a U.S. citizen to apply for this position. You must successfully pass a background investigation. This may include a credit check, a review of financial issues, as well as certain criminal offenses and illegal use or possession of drugs. Status Candidates must submit an SF-50 and recent appraisal. Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).
